ABS Implements PSC Action Plan to Reduce Detention Rate

As the public grows more concerned about safety and the environmental performance of vessels, port States are developing higher standards and stricter procedures. In response to this, the ABS Greater China Division (GCD) has implemented an action plan to reduce the detention rate in China.

As part of the ABS GCD Port State Control (PSC) action plan, ABS GCD Assistant Chief Surveyor Duncan Peart and ABS Principal Surveyor, Qingdao Port Keting Wang, recently visited the Lianyungang Maritime Safety Administration to exchange opinions on port State inspections.

The meeting successfully deepened the understanding and enhanced the mutual trust between ABS and Lianyungang Maritime Safety Administration. Both organizations are committed to continued communication and cooperation.

ABS will establish a better communication platform and a closer working relationship with the Maritime Safety Administration (MSA) offices and PSC inspectors by meeting with and providing presentations related to ABS vessels under detention or intervention in China and by highlighting specific case studies. As of March 2015, the ABS GCD has held meetings and provided presentations at 10 China MSA offices with more than 75 PSC inspectors in attendance.

ABS GCD is planning to host a joint seminar with China MSA in Beijing in May 2015.
