USCG Ballast Water Regulations: Biofouling & Sediment Management Procedures
Advice on fulfilling United States Coast Guard (USCG) requirements for shipboard biofouling and sediment management procedures (in 33 CFR 151.2050(g)(3))

In addition to the advice provided in the United States Coast Guard's (USCG) posted Frequently Asked Questions numbers 17 and 18 (see posting: 02 Aug 2012 - Frequently Asked Questions on USCG Ballast Water Regulations) on USCG requirements for shipboard biofouling and sediment management procedures (in 33 CFR 151.2050(g)(3)), the USCG has advised that the following documents provide a good basis for developing ship-specific biofouling management plans which may either be included in the ballast water management plan or as a standalone document referenced in the ballast water management plan:

 

  • IMO Resolution MEPC.207(62): 2011 Guidelines for the Control and Management of Ships' Biofouling to Minimize the Transfer of Invasive Aquatic Species
  • The latest draft of California's regulations where the contents of Section 2298.4 entitled "Biofouling Management Plan" align closely to the IMO Guidelines

USCG regulations do not require that the ballast water management plan be approved at this time, however approval will be required when the IMO Ballast Water Management Convention enters into force.

For vessels that intend to operate in California waters, it is recommended that the biofouling management plan be established as a standalone document referenced in the ballast water management plan so that amendments to the biofouling management plan can be made when California finalizes its regulations.
