Data-Enabled Verification

Move Your Fleet Forward with Data-Enabled Verification

Prepare earlier. Support faster class decisions. Put digital evidence to work.

ABS Data-Enabled Verification (DEV) provides a defined framework for using accepted digital evidence and Data-Enabled Verification Techniques to support survey preparation and, where permitted, full or partial crediting of Applicable Survey Tasks.

Put Your Data to Work for Survey Readiness

For owners, operators, shipyards, original equipment manufacturers (OEMs) and other stakeholders, Data-Enabled Verification provides a structured pathway for using accepted digital evidence in ABS survey activities, without changing the underlying survey requirements or the Surveyor’s responsibility for the crediting decision.

Prepare Earlier

Submit records, images, video and other relevant data ahead of attendance to help identify evidence gaps and streamline onboard attendance.

Explore Flexible Verification

Depending on the Applicable Survey Task, accepted Data-Enabled Verification Technique and evidence, ABS may use digital evidence alongside onboard verification or assign credit without physical attendance for an accepted scope.

Get a Documented Outcome

The agreed Crediting Path, evidence, limitations and outcome are recorded as part of the survey process.

Three Authorization Pathways

The applicable authorization pathway depends on the proposed Data-Enabled Verification Techniques, Applicable Survey Task and existing ABS approval basis.

Surveyor-Accepted

Photographs, recorded or livestreamed video, reports, records and documents may be used within their stated scope of use.

Pre-Authorized

Evidence is supported by an applicable, current ABS approval basis, such as certain smart function reports, qualified smart shipyard technologies or PMP-based evidence.

Case-by-Case Evaluation

Proposed techniques outside an established scope—including point-cloud, LiDAR and 3D capture; Operational Parameter-based Machinery Assessment (OPMA); and modeling and simulation—are evaluated case by case.

Remote inspection techniques (RITs) may be used to collect supporting evidence. Using an RIT does not, by itself, establish survey credit.

How Data-Enabled Verification Works

1. Kickoff/Initiation

ABS and the submitter establish the Applicable Survey Task, DEV technique, acceptance criteria, Crediting Path and any attendance requirements.

2. Evidence Collection and Submission

Submit the digital evidence package with sufficient quality, context, traceability and integrity to support the agreed review.

3. Execution

The evidence is evaluated against the Applicable Survey Task and acceptance criteria, and any additional evidence or remaining scope is identified.

4. Crediting

Based on the accepted scope and results, the outcome may be Advance Review, onshore crediting, onboard crediting or no credit, requiring physical attendance.

What to Know Before You Begin

Data-Enabled Verification does not reduce the required level of verification, change survey intervals or extend due dates. Evidence must satisfy applicable criteria, and some tasks still require physical attendance.

Flag Administration authorization is required for statutory crediting. Without it, Data-Enabled Verification may support Advance Review only for that statutory scope.

Supports Advance Review before surveyor attendance only. It does not independently certify machinery condition or confer survey credit.

Depends on the applicable survey task, accepted Data-Enabled Verification technique, submitted evidence and applicable Crediting Path.

Discuss Your Next Survey with ABS

Connect with your local ABS office to discuss a potential Data-Enabled Verification application.

To help define the scope, be ready to share:

  • The applicable survey task.
  • The equipment or area involved.
  • Your proposed Data-Enabled Verification technique.
  • Available evidence and approval basis.
  • Known evidence gaps or operational constraints.

How ABS Global Operations Centers Support DEV

Through a 24/7, follow-the-sun model across four hubs, ABS Global Operations Centers coordinate DEV support across regions. They help keep requests moving and support the shore-based review of digital evidence for eligible activities. Evidence evaluation and any survey credit remain subject to ABS Surveyor review and the applicable requirements.
