USCG & EPA Sign MOU on Vessel General Permit Inspections
The USCG and EPA have executed a Memorandum of Understanding (MOU) outlining the cooperative programs that these two organizations will undertake to ensure compliance with the Vessel General Permit (VGP). For more information, please view the following documents:
1) Press Release announcing the MOU
2) The MOU policy document
3) USCG Policy Letter (11-01) providing a job aid detailing how the USCG will incorporate compliance monitoring into their existing vessel inspection program for recordkeeping, general housekeeping and a special section for medium to large size cruise ships.
The USCG has committed to incorporate these provisions into their vessel inspection regime by 13 March 2011 and operators should expect for these items to be addressed during inspections occurring after that date. Operators should note that the USCG will only inspect for compliance with the federal requirements in the VGP and will NOT include compliance inspection elements relative to state requirements included in Chapter 6 of the VGP (Clean Water Act Section 401 certifications).
